Commercial counselors, consuls, and representatives of official agencies of foreign embassies and consulates from 24 countries and regions including Australia, Austria, Azerbaijan, the Republic of Belarus, the Kingdom of Cambodia, the Islamic Republic of Iran, and the Republic of Korea, were invited by the Ministry of Commerce and the Shaanxi Provincial People's Government to attend the conference. The conference focused on the theme of “Cross-border E-Commerce · New Opportunities of the Silk Road” and jointly explored economic and trade cooperation in the context of the “Belt and Road” initiative.
Qian Keming, Vice Minister of the Ministry of Commerce of the People's Republic of China, and Wei Zengjun, Deputy Governor of the Shaanxi Provincial People's Government attended the conference and delivered speeches. At the meeting, Jin Fangli, the Director of the Ministry of Commerce of the People's Republic of China Department of Electronic Commerce and Informatization made a keynote speech. Su Guofeng, Deputy Director of the Xi'an International Trade and Logistics Park in Shaanxi Province, made a presentation. Representatives of relevant countries attending the meeting made exchange speeches in terms of the utilization of the cross-border e-commerce platform to strengthen economic and trade cooperation, and discuss, co-build and share new business opportunities. Qian Keming pointed out in his speech that the development of cross-border e-commerce is an important driver for accelerating the construction of the “Belt and Road”, maintaining the multilateral trading system, and promoting the smooth flow of trade. At present, the scale of cross-border e-commerce in China ranks first in the world, covering most countries and regions, and is well received by consumers. China's cross-border e-commerce has also formed a complete market ecosystem, and a large number of cross-border e-commerce platforms such as Alibaba, Made-in-China.com, JD.com, and DHgate.com with global influence emerged. In recent years, we have actively promoted the international cooperation of "Silk Road E-commerce," established a bilateral e-commerce cooperation mechanism with seven countries along the “Belt and Road”, promoted the establishment of a BRICS national e-commerce working group, and reached a BRICS E-commerce Cooperation Initiative, deepened the e-commerce exchanges and cooperation along the “Belt and Road” and countries, and contributed China's experience, China's strength to promote cooperation and development.
Qian Keming emphasized that Shaanxi, as the starting point of the ancient Silk Road, is the frontier of China's opening to the west and a new highland for reform and opening up of the inland. And sincerely hoped that all friends would make full use of "Silk Road International Expo" platform to deepen friendship and cooperation. The Ministry of Commerce will adopt a series of measures to support the western region in accelerating the development of cross-border e-commerce, building new lands for inland reform and opening up, and actively exploring new modes of economic cooperation and cultural exchange with countries along the "Belt and Road." Wei Zengjun pointed out in his speech that in September 2013, President Xi Jinping proposed a major initiative to jointly build the "Silk Road Economic Belt" during his visit to Kazakhstan. This has given the ancient Silk Road the new vigor and has also profoundly changed the Western China, especially, the pattern of opening to the outside world in Shaanxi to prompt Shaanxi to be at the frontier in the course of opening up to the west. In the past five years, Shaanxi has actively integrated into the great construction pattern of the“Belt and Road”and actively expanded its opening up to the outside world. It has endeavored to build new lands for inland reform and opening up and the core area of the“Belt and Road”, which has promoted rapid economic and social development. The GDP grew at an average annual rate of 8.8% throughout the province. Last year, the gross value of production exceeded 2 trillion yuan, and the overall strength increased significantly. In the first quarter of this year, the import and export growth of Shaanxi Province ranked the second in the country, and its export growth rate was the highest in the country. The import and export growth to the “Belt and Road” countries and regions increased by 68.7%, and new achievements were made in the development of open economy.
Wei Zengjun emphasized that this Silk Road Business Cooperation (Xi'an) Round-table Conference will be based on the theme of “Cross-border E-commerce and New Opportunities of Silk Road” to better utilize the cross-border e-commerce platform and promote the countries along the“Belt and Road”to grasp new technologies and opportunities in order to expand bilateral and multilateral trade cooperation and achieve mutual benefits and win-win results.
